Hayes Accura commands are pretty much generic hence the term "hayes
compatible"
I think the max connect DCE speed is the &Nx command
&N0 automode
&N2 1200 bps
&N3 2400 bps
&N8 14.4kbps
&N14 28.8kbps

You may also try
&K0 disable v.42bis/MNP5 data compression
&K3 disable MNP5 data compression

If it complains about the &N command when its greater then 1 then you
should use &N0 and then set S37 to control your DCE speed.
S37=3D5 1200bps
S37=3D6 2400 bps
S37=3D9 9600 bps

%C1 will disable data compression
&K3 enables RTS/CTS flow control=20

Personally though, I think you'll find that there is a problem with
the modem. The only time I had to limit a modem speed was when the
remote terminal was limited to a speed of 300 baud. Plug a known good
external modem into their serial port and see if that works.=20
