(PMOD) Viva56LC-V modem from CPI

I upgraded my PM3 from COMOS 3.8.2 to the latest modem code. Still I
have problems. The following is a typical request from a customer. Any
help with this modem will be appreciated. Otherwise I will lose this
customer. I am losing about 3 or 4 customers a day because of PM3 modem
issues.

Apparently the modem is manufactured by CPI (Computer Peripherals, Inc.
but I haven't found a web site for CPI. here is the deal, i just got a
new windows box, win98 is installed. For some reason my computer refuses
to connect to kepnet, it will connect to any other isp, but when i try
to dialup your service it does a weird handshake then says "the computer
you dialed is not answering" I am using another service right now and it
is working just fine.

I tried manually dialing kepnet with the AT command, same thing, locks
up then "NO CARRIER". I have used up all my tricks. Ripped out DUN, put
it back. Rebuilt my tcp/ip stack, changed DUN settting etc etc. Nothing.
All i can think of is the modem protocols on my end and yours are
conflicting. If you guys have any other ideas please please let me
know. Thanks in advance."
