(PMOD) Call Circuit Closed

I'm running 5 PM3s. I loaded the new modem code into all of them and it
seems to have made a slight improvement in the percentages of Lost
Carrier disconnects and Call Circuit Closed Disconnects.

One problem has stayed with me, though. Four of the Portmasters run
around 7.5% Call Circuit Closed disconnects and around 1% Lost Carrier
disconnects. One box runs around 23% CCC disconnects and 2.5% Lost
Carrier disconnects. All the T1s show clean with no errors.

All are located in space leased inside the telco building and are set up
identically.
