(PMOD) USR Sportster 33.6 Int.

Is anyone experiencing problems with these modems? I am running ComOS
3.8.2.c2 at all my POPs (all CT1's and PM3's). My setup is such that I
have POP1, POP2, and POP3. The modem in question is on a workstation
located in the same city as POP1. It can connect just fine to the PM3's
there. However, when I try to dial long-distance to POP2 or POP3, it will
not connect without using 4 or 5 commas.

The USR Sportster is a pretty common modem, but I don't understand why
this is going on. This is in US West territory, and I have a feeling it is
the trunking on the long-distance circuits, but I have no way to prove
that. I have heard that they do AMI <---> ESF translations back and fourth
between their LATAs... could that affect it?
