For USR modem's S32 enables the different modulations.
So what you might try is ATS32 = 2+64+32+16+8 = 122 (default 2)
S32 Connection bit mapped operations.
1 = V.8 Call Indicate enable
2 = Enable V.8 mode
4 = Reserved
8 = Disable V.34 modulation
16 = Disable V.34+ modulation
32 = Disable x2 modulation
64 = Disable V.90 modulation
128 = Reserved
