I would recommend:

Check all DUN settings on customer's computer 1st
Get the phone company to diagnose the customer's phone line quality
Try commas=20
Try INIT strings
Try upgrading the customer's modem firmware.

I have found that if the customer's DUN settings are correct, and the =
phone company says that there is no problem with the customer's phone =
line, usually the best solution for us has been to upgrade the =
customer's modem's firmware.

Finally, one thing that really helped us was to get another brand of =
access server to "complement" the PM3. Some users who have trouble =
connecting to the PM3 can get a good connection to a different brand of =
access server. For example, we bought a Cisco AS5200 to complement our =
PM3 and have been happy with the investment.

Often I notice folks mentioning the addition of commas and other little
tricks to help with problems.

I would welcome general suggestions from list members, so I can make a =
