My pleasure - just make sure they send mail to you, I don't want to start
tech supporting your customers too <g>... You also might want to do a test on
your own computer for the phone lines so that you can get a look at what you
can expect from people. I've cut and paste some of the emails I've sent to
customers who had line tests so that you can get a bit of interpretation on
what everything means (don't know if you need this).

The primary reason you haven't been seeing better speeds than what you
have been getting is the fact that you haven't been using the 56k number.
After checking just now, we've found that you've been using the old
number.

We could put the instructions to change back to the 56k phone line, but we
doubt you'll get better speeds than what you're experiencing now. The
phone line test confirms that. Besides the response that the test itself
gave you (saying that 56k would not be possible on this connection),
looking at the "Preemphasis" readout tells a story as well.

"Preemphasis" is measured on a scale of 1 to 10, with 2/4 being a good
line and connection. Your readout of 7/7 tells us your modem is
compensating for poor bandwidth...

The "Preemphasis" rating measures how much your modem has to compensate
for poor bandwidth. It is divided into two sections: receiving and
transmitting. Your "preemphasis" readout is 7/1... the average is usually
around 2/4. In a nutshell, receiving data (which is primarily what you do
online) is high enough to guarantee that you're connections aren't going
to be the best they can be.

Thanks for the line test. You've got what we suspect to be a CLEC. Let me
explain:

First off, the graph shows a test to determine the actual bandwidth
available over a phone line. Two things are important to look at on this
graph: the size of the Level column (on your left) and the difference
between the numbers in the Atten column (on the right).

The Level column, without getting overly complicated, should NOT be higher
than -40. Anything higher than -40 becomes difficult for the modem to
interpret - in essence, making it harder for your modem to do its job.

The Atten column, on the right side, should have a small distance between
its first number (0) and its last number (in your case, 22). A good phone
line will have a difference of about 10 (0-12). Your line, as you can see
below, has a difference of 20 (0-22). This is bad.

These two conclusions lend itself to the idea of a CLEC. A CLEC is
something the phone company puts into a neighborhood to increase the
amount of capacity, or the amount of customers. The bad thing about CLECs
is that they decrease the bandwidth of one's phone lines. So, as opposed
to one person having a full phone line, two, maybe three people are
sharing one whole phone line...

... which, if this is the case, is why you can't get a higher access
speed.
