I have a customer who is having problems connecting to us at anything
greater than 21.6 and I was curious to know if anyone could help
"decode" the following responses so I can handle them better in the
future. As far as I can tell, the connection is being initiated at 21.6
and dropping down to 16.8 with a very low upload speed 9600.

My experience that pbx's muck up high speed connections. Try it on a normal
line.
