(PMOD) USR 28.8/33.6 (was Re: (PM) MS IE crashing?)

this is a modem issue and should be on the appropriate list...

I've added 2-4 commas to take a Sportster from 2400 to 28.8 connects. It
doesn't seem to like the v.8 tone (ugh been so long I forgot if it's
actually v.8bis tone)...
