I believe you would be better off lowering the connect rate by using the &U
and the &N commands, the chart may be found at:

I have a client who has a USR Sportster External model 5686. This is a
great modem that we recommend, but I finally found a case where it is not
working properly.

This user is getting massive renegotiations:

I have a string that disables retrains for the USR WInmodem (S13=64) but I
need one for the Sportster 5686.. Please some one have one!
