Have you looked at your radius detail logs to see what his disconnect
speeds were before you upgraded to 3.9b22? USR modems are notorious for
being way to aggressive when they connect. I've seen a lot of them that
connect at speeds that are faster than the line can handle, so they almost
immediately reneg down to a speed that is reliable for the line. The
result is that the user's computer reports that they are connected faster
than they actually are. If you look at your radius detail logs, you
should be able to see the speed that this user's modem was running at when
he disconnected. If, prior to your upgrade to 3.9b22, you see that he was
initially connecting at 40k+, but disconnecting at 28.8, then it's likely
that the lines were actually not capable of handling the initial connect
speed. If this is the case, 3.9b22 may actually be keeping the modem from
being too aggressive in the first place. This is a good thing. Although
you may have trouble convincing your user of this. Anyway, I don't know
if this is the case, but it's something to look into.
