(PMOD) DOV ISDN service

I am trying to allow ISDN DOV calls on a PM4 serviced by CT-1 over
sonet. I have tried both a USR courier I modem (2.7.7) and a 3Com ISDN
lanmodem (5.3.1) and neither will connect, the lanmodem will give HLDC
errors upon connection attemp. Is there a particular setting that must
be enabled on the portmaster to allow DOV or switched 56 permissive
mode?
