host->modem has no direct connection to modem->modem speeds.

modem->modem is established between the 2 modems irregardless of the
serial speed set. the way the speed is limited is either by having the
client set a max ceiling or line conditions limiting the max connect rate.

host->modem is how kind of like how fast the host should send data to the
modem to send out and recieve.

BTW, I've dup'd to portmaster-modems since it's more a modem issue than a
portmaster issue ;)
