(PMOD) No Answer PCTel MSP5900-U with 3.9b27

Have a customer with a PCTel based modem, MSP5900-U, that has been
unable to connect or gets no answer since the day we upgraded to 3.9b27.

Have tried

atn0s37=14 through s37=21,
and
commas.

Any suggestions?
