Yes, it does. The exact same new modem code that is in 3.8.2c4. Both
releases are identical, as far as modem problems are concerned. The
difference is that 3.9b27 is the latest beta for the new features in
3.9, while 3.8.2c4 is the latest update to the non-beta line of ComOS
releases.
