A lot of these things are available in Merit RADIUS 2.4 (and the LAS
extension). We have a Huntgroup package (which is not quite ready yet
but which we are using in production mode internally) which does most
of the remaining. When this is released, I think you will have what
you need in that package. Our AATV extensions should make it very
easy to add new features without (ever, or hardly ever) having to
touch the basic RADIUS engine code.
