You only take out -DNOSHADOW if you _have_ /usr/include/shadow.h and
you probably don't have it, so you should leave NOSHADOW defined.

This is a problem with the Linux distribution, as far as I can tell.
Two include files define the _BSD_SOURCE macro, but not identically.
Then to make matters worse, the one file includes the other...

The DBM support gives you some binary file efficiencies when looking
up large users file databases of users information. The Merit version
of RADIUS has for years simply read into memory the contents of the
users file, and thereby you get the fastest response possible. So, as
a result we here at Merit do not use the DBM support in production...
