My advice: put RADIUS (the Merit version) on a cheap PC clone (Linux,
BSDi, etc.) and use the TACACS client in the Merit version of RADIUS
to access your VMS password auth files. We have several VMS sites
in MichNet who are happily doing just that... works like a charm!
