serious bug found in Merit 2.4 RADIUS

A serious bug was reported to me today in the recently announced
RADIUS 2.4 release from Merit. The problem is around line 3748 of
the radiusd.c file:

Before:

n == config_files (cache_users, 1, 1);

After:

n = config_files (cache_users, 1, 1);

This is totally attributable to yours truly and my fat fingered
attempts to get something added in under the wire leading up to
the release.

This bug, if not corrected may cause the server to crash when
a HUP signal is sent to a running server...
