Tried that. The 'dumbuser' entry in .../raddb/users says to
telnet. It starts up PPP. :-(

But, I fixed it just now. Go to the portmaster and type:

set all service_login telnet

and everything seems to be working properly. It seems to not work
properly when service_login is set to "PortMaster." Go figure. I'm
inclined to think that the PortMaster is at fault here as opposed to
radiusd.

While tinkering, I also discovered that the PortMaster still does a
telnet connection when .../raddb/users has a dumbuser with
Login-Service = PortMaster. I'll stick with telnet, I guess. It
works and runs in kernel-land on the HP box.
