Actually, net-shopper in the uk is already in development of such a
piece of software. You add users from a web page and can do all you
account modifications from there. They also have a program that can,
with an output filter, take data from a database and put it directly
into a user account file. You can also make modifications in you
database and it will chage the account settings. Output to an odbc
database fol all ogged and user info. As a side note, they called me
long didtance to the US for tech. Support. You don't see that kind of
service anymore.

Sorry daylight, your idea is already being implimented.
