Not that I know anything about this, but shouldn't that entry be:

user1 Password = "passwrd"
Simultaneous-Use = 1,
Service-Type = Framed,
...

I thought the database went: First line, no comma after the
password in quotes, newline, tab, option, comma and repeat until
the last line with no end comma.

Just a thought. Databases can be fickle.
