Getting prompted for password twice

Our portmaster is using the PortMaster services to allow logins to our
AIX 3.2.5 host. Without turning security/Radius on, everything is fine.
When we turn security on on a given port the user gets the login prompt
as configured on the portmaster, but instead of getting "testuser
Password:" they are just prompted with "Password:". Entering the
password *THEN* gives them their "testuser Password:" prompt.
The password needs to be entered correctly twice to get logged in.
The documentation from Livingston does address this issue and suggest
adding the portmaster's hostname to the /etc/hosts.equiv file to get rid
of the second password prompt. I've done this, but the problem persists.
Any help would be appreciated.
