Can't open users file for reading?

Last week, I switched over to the dbm version of radius. Since then, a couple or 4 times a day,
radiusd will log that it cannot open /usr/adm/raddb/users for reading.

What would cause it to do this? Might I eliminate the problem by running radius in single
process mode?
