Users Cannot login when Inet Connection goes down

I am using a Livingston portmaster with Radius NT. When my Internet
connection goes down the users are unable to login. Why does this
happen?
I can't figure out why the radius will not authenticate users without an
Internet connection, it should not need the DNS because the Livingston
knows the IP Address of the Radius.
