Rlogin keeps the TERM variable from the original session and also keeps the
original terminal size if known. So I think that when you users are logging
into the PM2e they are being assigned an term-type (probably an incorrect one)
and this is being passed in the rlogin command. You might put something in
the users .cshrc to check the TERM variable and fix it if necessary.
You said that the TERM settings are the same on both services (I assume you
mean the TERM setting on the PM2e and AIX... check the TERM variable once
your having problems and see if it's correct) see if doing a tset will clear
up the problem.
BTW this is right out of man rlogin
