Controling outbound access

I have a portmaster 2e 20 for customer dial up.

I am using radius for authentication

I also have an IBM router for internet access.

I want to be able to be able to assign which the users of those that
come in through the dial-up (i.e. portmaster authenticated in the
radius) have access to the internet.

That is if users comming into my site through the port master do not pay
me internet access i need to be able to control the outbound traffic and
at the same time allow the to use the web services that i provide localy
to which they are suscribe.

How do i do this.

through the portmaster and radius set up

With a fierwall, or what
