As I stated to someone else, this is not true. After the reboot, the session ID
starts incrementing from 00000000.

A grep on my detail file clearly shows this..
Acct-Session-Id = "0000000D"
Acct-Session-Id = "0000000D"
Acct-Session-Id = "0000000D"
Acct-Session-Id = "0000000D"
