TACACS accounts converted in RADIUS

I have a client (an ISP) who is willing to buy some PMs to increase his
dialup capacity.

The problem is: he already has some Cisco 2511's, and wants to centralize his
accounting in one RADIUS server.

Q: Do you know of:

1. a script to convert TACACS accounts into RADIUS detail files, or
2. a TACACS server that *writes* detail files, or
3. a RADIUS server that understands TACACS requisitions?
