The shareware RADIUS TACACS Server for Windows can limit users to one
dial-in at a time. You just need to configure the login count to 1 in the
GUI, and it will limit the login count to 1. This program runs on Windows
instead of UNIX, but it can import UNIX style passwords (/etc/passwd). You
