Sorry, that is impossible. There is simple no way to ensure a unique
Acct-Session-Id. The PM generates it - so multiple PMs can make the same
Id. Also, if the PM is reflashed back to factory it will start counting
all over again.

No, it is coded into the ComOS and there is nothing you can do to alter it.

For uniqueness you need to take client-id, acct-session-id, and I believe
port-number and username.
