Merit/Win95: bizarre disconnect behavior

I'm testing an AATV (or "patch") to Merit RADIUS which I'm writing,
which handles the prefix:username thing. I haven't run Merit
in several months, but I don't remember the following
behavior:

When I make a Win95 dialup-networking PPP connection, I get established
fine. The request comes in as Service-Type = Framed, meaning that
Win95 established with PAP.

However, when I disconnect, the server gets another RADIUS packet,
which is interpreted as a *dumb* authentication attempt. The password
is blank, and thus it fails. But the session has already disconnected so
all it does is freak me out about my new code and bloat my logs.

All the NASs are PM2es running ComOS 3.3.2b4. RADIUS Accounting is *not*
configured on any of the termservers.

I don't know what the hacked-up Livingston v1.13 daemon was doing with
these....

It's not happeneng to everybody, and I haven't tested it with any other
stacks/dialers, so I don't know the exact extent of the behavior. Guess
I'll have to figure out how to do PAP from Linux again :o(

Anybody else seen this weirdness with Win95?
