Limiting users

Seems like I can figure out how to limit the users from using the ISDN
bri and they only pay for 28.8 access. I am using esva radius and this
is what my users file looks like.

DEFAULT Sessions = 1
User-Service-Type = Login-User,
Port-Limit = 2,
Idle-Timeout = 600,
NAS-Port-Type = Async,
Session-Timeout = 18000,
Login-Host = ns1,
Login-Service = Rlogin
DEFAULT.ppp
User-Service-Type = Framed-User,
Framed-Protocol = PPP
DEFAULT.slip
User-Service-Type = Framed-User,
Framed-Protocol = SLIP
DEFAULT.cslip
User-Service-Type = Framed-User,
Framed-Protocol = SLIP,
Framed-Compression = Van-Jacobsen-TCP-IP

lamer Password = "UNIX", Expiration = "Jan 01 2010"

I have the default to NAS-Port-Type = Async but it will still let they
non payers use the ISDN!

I downloaded the latest version of the dictionary and I am using
3.3.2c1. Can someone tell me what is wrong???
