Authorizing for PPP or Login access using Radius

I'm trying to configure my Radius server so that be default users will be
able to either connect using PPP authenticating w/ CHAP/PAP or, if not
CHAP/PAP is detected will allow them to create a telnet session to a
host. Can someone please explain onhow I can set this up in my users file?
