Actually, this isn't a portmaster problem. Your connections of 57.6k and
115k were your DTE rate, which is how fast your modem is talking to the
portmaster. When it dropped to 16.8k-26.4k it was reflecting a DCE rate,
or how fast your modem is talking to their modem. It probably changed when
someone either changed an init setting in the USR or a flash upgrade or
something similar.
