I think a better solution is to not use the word "unlimited" at all. Give
them a number of free hours that most "humans" would not exceed like 120
hours/month. Then charge a relatively low rate for overage like
$.25/hour. The idea is to give them a finite limit so they have incentive
to hang up when not in use, but not so low a limit as to restrict the
average user in any way. Then use the word "dedicated" for those who
truly need 24x7 access and charge an appropriate amount like $150/month.
It has been successful for us when everyone else in our community is
offering unlimited, and then pulling their hair out trying to determine
how to kick people off after they gave those people "unlimited access". If
you solely put out in your ads "unlimited access" without any footnotes or
disclaimers, you better not limit them in ANY way. People hear what they
want to hear, if you use "unlimited" they won't read the fine print, and
then will be disgruntled when they think you've lied. Best to be up front
and above board from the start.
