ISDN user crashes Radius

I am running a portmaster 2E with one ISDN module.
For user verification I am running Radius (NT).
When one of my customers tries to connect via ISDN
for a 128k connection, my radius crashes, and no
other users can get verified. If the user tries to
connect via ISDN for a 64k connection, there is no
problem. The user is using a US Robotics ISDN
modem.

The only way I can recover from this is to reboot
my NT server. I am running Radius as a service in
NT 3.51. If I try to just restart it from control
panel, it appears to restart, but no users can get
in (analog or ISDN).

I dont need to reboot the portmasters, so I dont
think the problem is there. I suspect that the
verification process is where the problem is.

Can anyone help?
