Found out the reason. Setting the speed down didn't fix the problem. It
just made the delays further apart. But anyway, we checked USR's home
page and found out that our modems were in their list of "modems with
defective supervisory chips". The string they provided (S12=0) fixed our
problem in the short term, but we'll still be asking for replacement chips
from them.
