Radius 2.0 rename and compile

Trying to get Radius 2.0 to run on Linux. When I
start radius, from the binary distribution, I get

/etc/radius2/radius/raddb# /etc/radiusd -x -d /etc/radius2/radius/raddb

/etc/radius2/radius/raddb/clcache.lock.pag to
/etc/radius2/radius/raddb/clcache.pag, error 2

Why can't it rename this file?? I run radiusd as root
and root is able to rename this file
