I am currently working on such a "utility", which a first part is
scheduled to be ready by the end of 1996. This program (a set of programs
in fact) works with RADIUS and allow to set different access plans and
automatically bill users. Everything is controlled by using a web
interface, so it is easy for administrators to control. And users also
have access to their billing info.

Another nice utility is the graphic of logged users (computed in real time).

If you wish, I'll keep you informed when it is ready.
