That just means dynamic.

IS the address he gets a legitimate IP from the assigned pool. IF a user
asks for an IP that is in the pool and is available, they can get it.

If it is the above situation, they are. If not, then they probably have
a PPP client that is in violation of the RFC and there is nothing you can
do from your end.
