Routing config problem

I have a symplex router RO-1, its network is a.b.c.0, and the subnet is
255.255.128. I have a PM2E that
it dials into. Its network is x.y.z.0, with a subnet of 255.255.255.0.
The symplex dials and logs in okay, but I can not route. Symplex believes
there end is setup okay. What am I doing wrong? This is the radius setup.
