You can do this with radius by assigning a filter to a certain user, and
setting up the filters in the portmaster.

I've never used PM Console to set up filters, you may want to try
from the command line, similar to:
set filter f2.in 1 permit 190.1.210.250 0.0.0.0 udp src eq 110 estab
etc.
