Two ways to do this:

OSPF on everythign that can, and have anything that can't use RIP or
static routes to insert it's traffic into the OSPF system.

Run OSPF on the PMs only and have some router point all of the possible
static traffic at one PM and it will gateway into the OSPF system.

You could do the latter now and slowly move to OSPF everywhere.
