Since the ping address is coming from an ip outside of your network try
putting a filter in your router, not your portmaster. Another solution
will be to change the static ip of your user.

Not to long ago I had a scene where someone was mailbombing a user on the
system. Since this person had privledges to create his own accounts I
simply changed the username of the customer and then told her this one
was free the next one would cost money don't reestablish communikcation.
This worked. Albeit its not as nice as a solution.
