NAS Ports & Filters

I want to have an account for users to use for collecting there email. But
I want to restrict them to using certain ports only e.g. ports 21 - 29

I've created a filter called email and added the following user to my users
file.

email Password = "mailonly"
NAS-Port-Id = 20,
User-Service-Type = Framed-User,
Framed-Protocol = PPP,
Framed-Address = 255.255.255.254,
Framed-Netmask = 255.255.255.255,
Framed-Routing = None,
Framed-Compression = Van-Jacobsen-TCP-IP,
Framed-Filter-Id = "email",
Framed-MTU = 1500

But the email filter doesn't work. If I add the user in the PM user table
with the input filter set to "email", it does work so the filter is
working. Any ideas why it doesn't work having it in the users file.

Also this correct "NAS-Port-Id = 20," and is there anyway of specifying
ports 20 -29 if not how do you specify more then one port.
