According to the RADIUS specification, a RADIUS client (such as a portmaster)
can choose to send an accounting packet with Acct-Status-Type = Accounting-Off
when it reboots and Acct-Status-Type = Accounting-On as soon as it has rebooted.

It looks like the PM3 is doing something like this, but the packet type is
wrong. Is this a bug in the firmware, or has the standard changed?
(PM3 running ComOS 3.5c6).

Basically you can detect that this is Accounting-On / Accounting off by
the fact that there is no User-Name pair, but that seems a bit of a hack to me.
