Perl Radius Library (alpha)

To all those that have expressed an interest, I am releasing my (very)
alpha version of the Perl Radius library. It enables you to communicate
with a Radius server to test the authentication of a user account and
retrieve the attribute pairs that are returned from the Radius server when
that user is authenticated.

On the Radius accounting side, there is still a small 'bump' in the program
that I hope to fix soon.
