Which port of Radius NT are you using?

When we set up our RADIUS it gave us the exact same problem, which we spent
many an hour fiddling with. What it came down to, was the clients file had
to be in /etc/raddb/ as well as /radius/clients. However this may only
apply to the port of RadiusNT we were using, it is worth a shot.
