The parent process (or the only process if in dbm file mode) is no longer
responsive to RADIUS requests, and is constantly in 'run' state. At the
current time our radiusd is in a loop-restart script with a cputime limit of
2 minutes (takes effectively about 15 hours regular runtime for us to hit
this). But this hack is rather annoying....
